Title 24 and Lighting
California’s Title 24 energy code applies to new and altered home lighting. In practice:
- Permanently installed lighting must be high-efficacy (LED fixtures or JA8-certified lamps).
- Recessed fixtures in insulated ceilings must be airtight and rated for insulation contact.
- Bathrooms, garages, laundry and utility rooms need at least one light on a vacancy sensor.
- Outdoor lights attached to the house need controls such as a photocell with a motion sensor or timer.
We specify fixtures and controls that pass inspection.
How a Lighting Project Works
- PlanWe walk the space with you and lay out fixtures, switching and dimming.
- WiringNew boxes, cable and switch legs. In older homes we check the existing wiring we connect to.
- Install and commissionFixtures, dimmers and controls installed and tested; inspection where a permit is required.
Local Notes
Altadena’s older homes often have one ceiling light per room and plaster ceilings with little attic space. We use low-profile fixtures and careful routing to add light without major patching. For foothill homes, outdoor lighting on motion sensors adds security without lighting up the canyon all night.
For Altadena addresses, permits come from LA County Public Works Building & Safety (Altadena is unincorporated, so not the City of Pasadena or LADBS). Pasadena, South Pasadena, San Marino and La Cañada Flintridge each have their own building departments. We pull the permit and meet the inspector.
We serve Altadena and nearby: Pasadena, South Pasadena, San Marino, La Cañada Flintridge, Sierra Madre, Arcadia and Eagle Rock. See all areas we serve.

Frequently Asked Questions
Can you add recessed lights to a plaster ceiling?
Yes. Slim LED wafer lights need much less ceiling depth than traditional cans, and we route cable to minimize openings.
Do I need a permit for new lighting?
Swapping a fixture on an existing box usually doesn’t. New circuits, new switch legs and remodel lighting generally do.
Why do my LED lights flicker on a dimmer?
Usually the dimmer isn’t compatible with the LED driver. Matching an LED-rated dimmer to the fixtures solves most cases.
Can you install landscape lighting?
Yes, including low-voltage and line-voltage systems with timers or photocells.
