Code Basics for Outlets
- GFCI protection is required in kitchens, bathrooms, garages, outdoors, laundry areas and other wet or damp locations.
- Tamper-resistant outlets are required for new and replaced receptacles in homes.
- AFCI protection applies when branch circuits in living areas are added, extended or modified.
- Two-prong replacements: a three-prong outlet may only replace a two-prong one if a ground is present, or if it is GFCI-protected and labeled “No Equipment Ground”.
More detail in our GFCI outlet guide.
Outlets That Stop Working
The usual causes are a tripped GFCI elsewhere on the circuit, a tripped breaker, or a loose backstabbed connection that cuts power to every outlet after it. If an outlet is warm, discolored, buzzing or smells of burning, stop using it and call us. See troubleshooting.
Older Altadena Homes
Two-prong outlets and too few outlets per room are typical in Altadena’s pre-1960s homes. Adding grounded outlets sometimes means new cable back to the panel, and occasionally reveals wiring that should be replaced. See whole-home rewiring.
For Altadena addresses, permits come from LA County Public Works Building & Safety (Altadena is unincorporated, so not the City of Pasadena or LADBS). Pasadena, South Pasadena, San Marino and La Cañada Flintridge each have their own building departments. We pull the permit and meet the inspector.
We serve Altadena and nearby: Pasadena, South Pasadena, San Marino, La Cañada Flintridge, Sierra Madre, Arcadia and Eagle Rock. See all areas we serve.

Frequently Asked Questions
Can I replace a two-prong outlet with a three-prong one?
Only if a ground is present, or if the outlet is protected by a GFCI and labeled “No Equipment Ground”. Simply swapping the outlet without either is unsafe and not code-compliant.
Why did all the outlets in one room stop working?
Usually a tripped GFCI upstream, a tripped breaker, or a failed connection in one outlet that feeds the others. If resetting doesn’t fix it, the circuit needs tracing.
Do I need a permit to add outlets?
Replacing like-for-like usually doesn’t. Adding outlets on new or extended circuits generally does.
Can you install a 240V outlet for an EV or dryer?
Yes, on a dedicated circuit sized for the appliance, with a permit.
